confidential cpus are typically engineering samples, usually given to motherboard companies to work on bioses for the cpu generation and meant to be returned to the company after done. engeering sample cpus can be missing features, lower clocks and such that the retail varient may have.
as for geneeation of cpu, its easier to find out via what motherboard socket it is
on thecontext of finding second hand, i wouldnt say its common, but can happen. some chinese companies sell dirt cheap ES cpus for basic computing.

currently tech wise, the current joke trend is blurry TAA caused by the switch to deferred rendering in order to get better lighting. TAA was a stop gap AA to replace older AA methods that are less compatible with deferred rendering. It’s why things look like shit(blurry) ontop of performing like shit (lighting/shadows/raytracing) unless you have high end hardware to deblur as much of the blurriness as possible.
iirc people believe that cold environment warm insulated blanket promotes better sleeping.
pia is terrible for privacies for government (five eyes country host), but its a fine budget option for privacy against business (piracy).

companies just don’t want to use the windows store aome because of the fear at some point if microsoft wants to take a cut of profits, they could strong arm it like android/ios/game console OS. Linux has the advantage that people will trust that repositories wont be paid.

its also like a graduation where theyre celebrating the class who basically worked their ass off for at least half their lives to get to that point. you can make the potential argument that getting drafted by the nfl is significantly more difficult than graduating, yet people celebrate that.

so 5 years of java programming should actually say
5 years of programming/mid seniority programmer who is comfortable with java

A phones however aren’t flagship so theyd fail the check.
