I feel like it’s a more middle class/poor US thing. They often also keep their toilet cleaning brush out in the open, displayed in a fancy caddy.
Might just be lack of closet space? Perhaps the plumbing is so shoddy it makes sense to keep it out for easy access.
Do you have a multi use one? Some can invert the flanges into itself to become sink plungers.

If you’re not in the US, they sell dried pods for decorative boquet arrangement that would have a fair amount of dried latex inside. People just use a water/lemon juice wash to extract the goodies.

I think people vastly overestimate the impact of DEI anyway. Where I have worked it’s basically you can’t discriminate against women or minorities.
There were no extra points for hiring or promotion. HR had their diversity goals, but it was really out of their hands other than targeted advertising.
The elephant in the room that the anti DEI folk dance around is simply “But we want to discriminate!”
Open a paper or animal feed factory in residential area and instead of trying to mitigate the smells to the public, amplify them.
